Fluctuation was suppose to be an anti-fanfare, soft and lyrical like John Adams' La Fontana as opposed to loud and bold, but with anything in life, adjustments were made. Throughout the piece, the speed will ebb and flow to illustrate the fluctuation. No matter how much time fluctuates, the motive persists.
